The heavens declare the glory of God; the skies proclaim the work of his hands. Day after day they pour forth speech; night after night they display knowledge. (Psalm 19:1-2)

The significance of this psalm is to declare that everyone has heard or seen the glory of God's creation. This Old Testament verse is similar to Romans 1:20, For since the creation of the world God's invisible qualitites – his eternal power and divine nature – have been clearly seen, being understood from what has been made, so that men are without excuse.

All men, then, have no excuse not to be aware of the Creator God through his General Revelation, the created universe. Psalm 19 also speaks of the other revelation God has provided for all men, The Special Revelation of the Bible.

The law of the LORD is perfect, reviving the soul. The statutes of the LORD are trustworthy, making wise the simple. The precepts of the LORD are right, giving joy to the heart. The commands of the LORD are radiant, giving light to the eyes.
(Psalm 19:7-8)
