This verse is a reminder of what all men knew from the time of the creation. In Genesis 2:3 we read, And God blessed the seventh day and made it holy, because on it he rested from all the work of creating that he had done.
So, since that time until now all nations observe the seven-day week. This make-up of the week is based on God's Word and cannot be explained in any other way. Those countries that have tried other week-length scenarios have all failed.
The important reason for the sabbath (day of rest) is for all to remember at least once a week the Creator God and to worship Him. It is not a time to worship the creation, as Paul strongly reminds us in Romans 1:25! There is never a time we are to worship the creation or created things.
